Philippine Foreign Policy

1. What is the mandate of the Department of Foreign Affairs in terms of being the principal arm to implement foreign policy? What other institutions help or assist the DFA in releasing foreign policies?
During the Roxas administration the Philippines had gained its full control of the foreign affairs and diplomatic matters which made the Commonwealth Act NO. 732. In September 16, 1946 Roxas issued executive order no.18 which provided the DFA and the Foreign Service to operate and organized, its main task is to Assist in post-war rehabilitation, Formulate policies for investment promotion and establish diplomatic ties with other countries. Also during the Post world war period the DFA had increased its participation in the international arena. In 1949 they became one of the founding members of the United Nations and also one of the drafters of the Universal Declaration of Human Rights which help copy the GATT or General Agreement on Tariffs and Trade. The participation of the Philippines in Global matters had help in putting Carlos P. Romulo as the first Asian President of UN. The Philippines had its initiative to form a regional association with the other South Asian countries or ASEAN. In 1970 Foreign Service Institute was created that provided in hose training to Foreign Service Personnel.

2. Enumerate the Eight Foreign policy Realities of former Pres. Arroyo. For each realities find 2-3 related news articles and then make an analysis as to what extent did the arroyo administration work to help implement the said realities.

1. China, Japan and the United States and their relationship will be a determining influence in the security situation and economic evolution of East Asia
2. Philippine foreign policy decisions have to be made in the context of ASEAN

6. The country's economic policy will continue to be friendly to both domestic and foreign direct investments

8. Overseas Filipinos will continue to be recognized for their critical role in the country's economic and social stability.

During the time of our former President Gloria Macapagal Arroyo she had been accused of many crimes that she denied one of those is the hello Garci Tape and the ZTE Scandal that involves money the money of the people and lastly is the midnight meeting. Despite of all the issues that our former president is facing she still did something good and right for our country. She also planned for the things that she wants to do and she called it the 8 realities. I think that during her time she did well most especially to our infrastructures, road and the RORO. She also tried to lessen the values of the oil or the bread and even the fees. I also think that she did her best to please us but it’s not enough maybe because of the issues that she is facing during her time and at present. I am not pro Arroyo Administration but I think that we should accept who ever the people vote because not only person had decided to put Mrs. Arroyo in the highest position but all the people and we should accept it. Without unity within our country our government will not be able to work well because I believe that unity is very important most especially to a country.

3. with the assistance of different bureaus, institutions as well as interest groups, it is the president that drafts state policies. What do you think will be included in President Noynoy Aquino’s Foreign Policy list now that he has assumed presidency?
Last June 30, 2010 Benigno “noynoy” C. Aquino was declared the 15th President of the Republic of the Philippines during his inaugural speech for 21 minutes he stated the things that he want to do for our country and I think that this points that Aquino stated can be included in his Foreign Policy list. Promised that he will curb corruption because as we all know during the last 9 years of Pres. Arroyo there are rumors that the former president is stealing the money of the people and not only the president but also the Government officials during her time most especially the senators with there pork barrel. Some rumor’s says that the government officials used substandard materials when it comes to building infrastructures. The president also when she has meetings abroad she brings her whole family and people sometimes think that the president uses the money of the people. If ever Aquino will include this to his foreign policy he should make sure that the decisions that he will make will benefit the people and not him and he should show the people that the quality of the things used to make roads and infrastructures are in best quality. President Aquino should also include this three important points to his foreign policy list vowed that he will prioritized poverty alleviation, he will also focus on jobs creation and lastly push quality education, healthcare and housing. As we all know our country is experiencing poverty a lot most especially in areas like piatas even in Makati where our new Vice-President live there are still some poor people living there. I think that the president should first prioritize in one place and if ever he will see that the method that he will be using is useful he can now used it to the country and poverty is the biggest problem in our country and without jobs poverty will really happened it is really good to know that aquino will do something to create job in order to lessen poverty, he should make jobs that will accept people that did not enter school because as we all know jobs now looks for people that have experiences and knowledge how can a human being have job if he did not enter school?.

4. How significant is the Association of South East Asian Nation (ASEAN) in Philippine Foreign Policy?
As we all know during the time of Pres. Gloria Arroyo in his Eight Realities she included there that the Philippine Foreign Policy decisions should be made in context of ASEAN. I think that the Association of South East Asian Nation really play’s a very significant role in our Philippine Foreign Policy mainly because the ASEAN promotes the interest of the people and for the government the role of the people is very important because without the people there is no government and the government works for the people. ASEAN also has members that is very powerful and as we all know our country needs support and a role model because I think that to be able to be an advance not only in technology but only also in economic and environment we also have to see and review other countries strategies.
