Addressing the issue in the rights of Children soldiers. PM SESSION

August 28, 2010 was our last forum and I was able to attend the Pm session. The last forum was about Addressing the issue in the rights of Children soldiers. The group of SEM-CDA students invited two speakers. The first seaker was Sargent Kervin Ras, who was a former child Soldier in Iraq and also a student of De la Salle College of Saint Benilde and also taking up CDA. They discussed some of their experiences as a child soldier and the continuing process of this child soldiering in a modern world. Next was Col. Dickson Hermoso, a former child soldier in Cotabato, the chief of staff, civil military officer, peace process officer and human rights officer. The two speakers shared to us there experience during there time. Col. Hermosa said that Child soldiers can either be a boy or a girl aged less than 18 years that are recruited by force or adheres with the intention of using him or her contracting armed forces or paramilitary forces of defense units.” I also learned that ost of the child that are recruited are mostly from Islamic Countries that are promoting children as a soldier. Sgt. Kervin Ras shared to us a story about a child who died because of the implantation of bombs in Iraq.

It is really sad to hear this things because for me children at a young age should enjoy there lives they should be playing at home or with friends or most especially studying for there future but instead they are holding guns and engaging to war which is for me wrong. These incidents might cause them trauma that can cause them a lot when they grow old. I hope that our government can help this children.

Forum on PUBLIC DIPLOMACY

Last August 28, 2010 was supposed to be my second time to attend the forum organized by the SEM-CDA but unfortunately due to my tummy I wasn’t able to attend. But I ask my classmate to help so that I will know what the forum is all about. The forum was about Public diplomacy.


"PUBLIC DIPLOMACY refers to government-sponsored programs intended to inform or influence public opinion in other countries; its chief instruments are publications, motion pictures, cultural exchanges, radio and television." (U.S. Department of State, Dictionary of International Relations Terms, 1987, p. 85)

There should be three speakers that time but unfortunately the two others did not came but that did not stop the forum because the speaker filled up the space he shared to us the things he know. During his speeches he will always say that we Filipino people should always continue to support the Philippines tourism not only to developed nationalism but also to help our country to have foreign investors because tourism plays a very big role in our economy. He also talked about the incident that had happened last Monday August 23, 2010. That we should not let this incident stop us from promoting our country but also we should not be aggressive when promoting our country because it might hurt the countries that had been affected by the incident last Monday.

Non-Goverment Organizations: World Vision, Child Hope Asia and Department of Education in MIMAROPA.

Last August 14, 2010 was our first day to attend the SEM-CDA, a forum that is organized by a group of SEM-CDA students of our professor. The Forum was about Youth Development Programs that are concern with child labor, violence against the children and also with the rights of the children. They will offer programs that can help the children in bring back there lives, because of the maltreatment or the incidents that had happen to them. These organizations are Non-Government Organization namely World Vision, Child Hope Asia and Department of Education in MIMAROPA.

These NGO can also help the child in our time today to change there lives because some of this organizations are helping the less fortunate children to study by giving them scholarships and organizing programs that will help the children learn.

In my own opinion these three organizations are really doing a good job in helping the children that re less fortunate and I am also lucky that I am studying and is not experiencing that things that they are experiencing right now. But I am also sad that in my generation today the total or the percentage of the children that are currently experiencing maltreatment or any violation of there rights is still increasing but we are still lucky because there are kind hearted NGO’S that are trying to help us now.

Drafting a Foreign Policy

Last July 12 we discuss the steps in drafting a Foreign Policy first is the decision making where in the goals must be set, meeting and consultations with the stake holders regarding the goals and the collection of foreign data. Second is the implementation of the policy. third is the result and the consequences which for me is the crucial part. because not all of the people will like the policy others will disagree and others will agree. but it will also determine if the policy is effective or not. lastly is to Evaluate it is where you can revised or adjust the policy. The process is continuose it will again under go decision making, implementation etc. After discussing we were assign to form a group and our task was to draft a foreign policy and create a paper. After discussing with our group members our class was dismiss.

21st Century International Tourism

International Tourism is one of the ways by which a country prospers economically and the portal to establishing connection with other states. This is one of the effective ways in creating friendly ties with other nations through hospitable accommodation. This is effective for its approach is non-political. Tourism in the Philippines accounts for 8.7 percent of Gross Domestic Product (GDP) and generates approximately five million jobs. The Philippine government, under R.A. 9593, sees the tourism as “AN ENGINE OF INVESTMENT, EMPLOYMENT, GROWTH AND NATIONAL DEVELOPMENT…” [1]
This policy will introduce timely strategies in conducting tourism. Technology will play a great role in expanding the horizons of tourism. The use of Multimedia will be exercised so as to have an ease of access with other countries and different age level. In terms of the age level, this policy will try to create an internet-based program for the teenagers and children. In this way, they can see other places or recreational activities that will fit their style/likes. We believe it is better that they know so they can tell their parents about it. Rehabilitation of old tourist spots will also be prioritized but will keep in mind ecotourism. This kind of tourism will be sustainable and effective for it will only use the natural and cultural resources, promoting originality and competition.
This will be a long term policy and it will aim to sustain many of the policies from the short term campaigns to advocate a culture of tourism, creating a greater sense of national pride and identity amongst Filipinos. Measures will be taken to demand strong law enforcement from the president to ensure a peaceful and orderly environment.
Not only should the tourism be modernized but the ties also. Our country must exert effort in reaching countries that does not have an established relation with and this will be made possible through the utilization of the World Wide Web. Also, diplomacy will be used as medium for establishing tourism relations. In lieu of this, coordination with the DFA will make diplomacy as a means for tourism will be made.
Advertising will also need a great deal of funding from the central government. Local institutions that will be approached are DOT and DBM. This will also be made possible through the help of some International Organizations; WTO, APEC, FTA and UNWTO. These institutions promote economic partnerships that assures benefit for both parties; with proper practices and trade of top-quality goods, these organizations could act as advertising agents and financial advisers, telling the people of the world that our country possess wonders that are worth discovering.
Given the nature of the Government’s current development priorities, it is clear that in the short to mid 2004 the priorities for the tourism sector are threefold, namely maximizing its foreign exchange earnings, maximizing employment generation capacities outside of the capital and providing a substantial contribution towards the expansion of small and medium sized companies.[4]
The National Historical Institute, in practice, still withholds the principles of Article XV, Section 9, Paragraph 2 of the Philippine Constitution “Filipino culture shall be preserved and developed for national identity” during the regime of then president Ferdinand E. Marcos. [3]
The National Historical Institute would tend to spearhead the idea of restoring landmarks like that of Pugad Lawin in Quezon City and the Pinaglabanan Shrine in Taguig City and ask the help of the United Nations Educational, Scientific, and Cultural Organization as to how to elevate these historical landmarks as UNESCO World Heritage Sites. Furthermore, the NHI would be responsible for putting up attractions in the sites via the aid of the Department of Tourism. Reenactments of historical battles would also be spearheaded by the NHI with the aid of the Cultural Center of the Philippines. [3]
In addition to those, this policy will also aim to improve tourism competitiveness through conduction of programs aiming to improve English efficiency of people involved in tourism. Countries such as South Korea and United States have a number of its nationals living and touring in RP for the reason that a lot can speak English. South Korea has a lot of college students here because of the quality education in English.

Moro July 19, 2010

Last July 19, 2010 I was not able to attend our class because it was our last day to pass our midterm paper in PHIFOCY that requires us to have 2500 words that I have to finish. One of my classmates told me that it was a free day because our professor told us that to rejuvenate. But before dismissing the class Miss. Christine teach the class the techniques in making a paper since she also use to right papers. Miss uses the problems on the peace process On the Moro Islamic Conflict in Mindanao. Maybe because it was one of the proposed papers we should write. After discussing the class was dismiss and luckily I finish my paper and I pass it on time.

The First SONA of “NOYNOY”

Last Monday July 26, 2010 was the first State of the Nation Address of our newly elected President Benigno “noynoy” Aquino and our task was to print the SONA. In the first hour of our class we discussed the SONA that contains the problems that our country had been facing for the last nine years of PGMA that is still not solve and also the possible solutions that “noynoy” can do for six years. In the second half of our class our professor asked us to groups our self and our task was to connect the problems with the possible solutions and its implications to our Foreign Policy because in Aquino’s SONA nothing is related to our foreign policy.
